Our client in Honiton are seeking a Principal Environmental Health Officer to join their team on a full time permanent basis.
To lead a team within the Environmental Health Service, participate in high profile/complex field work and to support the Environmental Health and Parking Services Manager in achieving the priorities and objectives.
About the role:
They are seeking a Principal Environmental Health Officer to lead and manage the Environmental Protection team. You will be responsible for providing an effective and comprehensive, customer-focused service in accordance with legislation and agreed service standards acting as lead officer for Environmental Protection (environmental/animal activities permits, air quality, community protection, noise and other statutory nuisance, national assistance funerals, bathing water quality, contaminated land, pest control, found dogs, and planning/licensing consultations) matters.
You must possess an in-depth understanding of the effective application of related legislation and enforcement processes and be qualified, as a minimum, to the equivalent of Environmental Health Officer level – ideally you will be a member of the CIEH. In addition, you will hold and ILM level 5 or equivalent qualification in management or have equivalent experience. Recent experience of delivering a similar service; managing and motivating a team; and reviewing, developing, implementing and monitoring environmental health policy and strategy are also essential. You will also be adept at utilising technology for service delivery and able to make timely and confident decisions on complex matters as well as having excellent communication and influencing skills.
- Assist in the management of the Environmental Health services to ensure that statutory obligations are met and positive action is taken to meet the priorities. The Principal EHO is responsible for protecting and improving public health in the following areas of professional activity:
- To provide day to day operational control of the team along with any contractors or consultants engaged for the time being. To ensure the effective and efficient delivery of the relevant statutory, non-statutory and advisory functions of the Commercial Premises Team.
- To be responsible for ensuring that procedures, policy and the service plan meet all legal requirements, code of practice and guidance and are fully integrated into the day to day running of the team.
- Advise the Environmental Health & Parking Services Manager on cases where there may be an impact on the reputation and identify Service consequences in terms of any legal and financial implications
- To take the lead in advice and enforcement action, including leading and being responsible for the investigations of outbreaks and notifications of food related and other infectious diseases.
- Maintain, monitor and report upon all necessary programme and performance records and performance indicators in connection with the team taking appropriate action as necessary in accordance with the policy.
- To undertake complex programmed and complaint audits, inspections, surveys and investigations under all the relevant food legislation, including visiting sites alone taking necessary action. Take appropriate action for contraventions or unsuitable practices where appropriate in accordance with current guidance and legislation.
- Initiate and carry out enforcement in all types of commercial premises including the prosecution, seizure or detention of goods, issuing of notices, application for and execution of warrants necessitating the forced entry to premises.
- Prepare statements of evidence and associated documentation and attend Court, Public Inquiries, etc., to give evidence where necessary and take the lead in enforcement and regulation in complex cases e.g. emergency closures, prosecutions and appeals.
- Carry a caseload of your own, prioritising and programming work of the team and making day to day decisions on cases as required. Make recommendations for legal proceedings and provide briefings on cases for legal representatives as required.
- Focus on the technical concerns of members in the team to provide in-depth knowledge and guidance in dealing with complicated investigations and prosecutions.
- Ensure to fulfil the statutory role in the investigation and enforcement of Health and Safety legislation. Implement national and local policies and meet relevant performance standards. This is to include interventions including inspections, investigation of accidents and both informal action and formal enforcement action.
- Provide advice and representations about the environmental health implications of activities and premises that require licensing or registration.
- Maintain standards of customer service that meet the standards of the Government’s customer service excellence award scheme for the service.
- Develop the accessibility of environmental health services via the internet, mobile devices and social media.
- Prepare tender documents in accordance with procedures for procurement and the contracting out of services. Manage the performance of external contractors, ensuring contract compliance.
- Assist with the implement of the Equality Policy in the provision of the service.
- Carry out an assessment of risks which might affect service delivery and/or health and safety and to ensure all such risks are properly managed.
- Consult with relevant stakeholders on key policies
- Manage a caseload of complex environmental health issues.
- Promote the recognition of both service and individual achievement and input to press releases PR and social media as appropriate by ensuring that effective internal and external communication strategies and systems are in place.
- Liaise with internal and external partners and provide appropriate advice and representations in respect of applications for planning consent and premises’ licensing.
- To prepare and keep a comprehensive, up to date procedure manual and review procedures on an annual basis and to be responsible for the maintenance of appropriate records of activity (both electronic and files). To collate and submit returns to central government and relevant agencies and to provide relevant information in response to individuals and organisations making requests under the Freedom of Information Act.
- Manage the overall budget for the Commercial Premises Team.
- Write reports for members, Strategic Management Team and partner working groups to consider, on issues relating to the Commercial Premises Team functions.
- Provide effective leadership and strong performance management of the Commercial Premises Team using service planning, budget management, risk management, performance management, performance measurement and team meetings. This includes planning for and leading the team towards the future.
- Encourage a learning culture and positively manage the training and development of the Commercial Premises staff to ensure staff maintain technical and professional competence.
- Make sure the Commercial Premises Team offers a customer focused service and strives to be innovative in its search for continuous improvement.
- Promote positive communication across the organisation, encourage constructive relationships and develop staff feedback methods.
- Be part of multi-disciplinary and corporate strategy teams as needed.
- Attend meetings as required (flexibility in working hours is essential).
- Qualified Environmental Health Officer registered with the CIEH.
- Evidence of continuing professional development including relevant post-graduate training or study.
- Sound knowledge of people and budget management within a local authority service.
- A good understanding and knowledge of a wide range of policy, legislative and operational issues including current and detailed knowledge of legislation, codes of practice, guidance and good professional practice in relevant areas of Environmental Health.
- To demonstrate an ability for planning, monitoring and managing service budgets
- To demonstrate a high level of written and verbal communication skills, ability to put into practice plain English principles and adapt to different audiences
- Accuracy and attention to detail, particularly when working to tight deadlines
- Presentation and facilitation skills.
- A valid driving licence and own car or other appropriate transport arrangements are essential (reasonable adjustments may be possible according to the Equality Act).
- Requirement for out of office hours working or additional working, at home if appropriate, to meet peak workloads or other contingencies of the work.
