Our Client based in Cullompton are looking for a Parks & Open Spaces Officer to join their team.

If successful your role is to include; seeking innovative ways to safeguard, maintain and enhance public open space; including highways, parks and open spaces. To review all public open spaces and find ways to reduce costs to maintain these.

The Parks and Open Spaces Officer will apply technical knowledge and expertise to project manage the delivery of schemes associated with parks and opens spaces (Including highways and verges).

Role to include:
*To act as our Client Officer and lead point of contact, including the Housing Revenue Account, bringing forward the design and implementation of residential, recreational, leisure and cemetery area schemes.
*Undertake complaint / dispute resolution and assurance of contractor activity across the remit of the post.
*To lead on special projects, Strategy and Policy development for Public Open Space
*Implement through consultation a rolling 10-year capital programme and grounds maintenance works program for all parks and open spaces.
*Maintain our clients General Fund and Housing Revenue Account Bill of Quantities and ensure the GIS system is updated with accurate information for all parks and open spaces. Act as the client manager for both bodies to ensure correct charging and value for money. Ensure that all systems holding information are kept up to date and are managed accordingly.
*Manage all recharges for work undertaken by the in-house operations team on behalf of the HRA, DCC and Parish or Town councils.
*Lead on any legislative changes that may impact on parks and open spaces.
*Liaise with developers, development services and planning Officers regarding the adoption of new areas of public open space and play areas. Bring forward the schemes to draw down on funding (e.g.S106 & CIL) to enhance the public realm.
*Prepare and deliver written and verbal committee reports using qualitative and quantitative data.
*Deal with service requests relating to all aspects of the service and associated procedures. This includes dealing with customers and business associates who visit Phoenix House or contact the council by telephone, in writing, e-mail or on-line. Act as a lead point of contact for customers and business associates with the intent to resolve enquires.
*Liaise with town members to ensure all enquiries are dealt with in a clear and appropriate manner; ensuring adherence to our client’s customer care.
*Liaise with local partners to provide an enhanced street scene environment though joint working.
*To carry out any other duties commensurate with the grading and designation of the post.

Experience:
*Experience in managing parks and open spaces
*Good standard of literacy and numeracy.
*Experience of working in a Customer service-based environment. Dealing with customers face to face, over the phone and email in a confident manner.
*Strategy planning with demonstrable management experience within a service industry
*Strong performance management using the following; risk management, performance management, performance measurements.
*Experience with working with contractors.
*An operational knowledge of Health and Safety.
Skills:
*Ability to construct clear and precise reports and documents.
*IT literate with the ability of using all Microsoft Word, Excel and Outlook.
*Able to effectively plan and organise a wide and challenging workload.
*Communication skills to be able to deal with various situations involving staff, members and other stakeholders.
*Ability to Influence and persuade others at all levels in the organisation.
*Practical approach to problem solving with the ability to carry out wide ranging tasks.
*Ability to understand legal documents, leases and licenses.
*Self-motivated with a positive and enthusiastic approach.
*To have an awareness of Risk Management.
*Ability to work independently and as part of a team.
*Ability to be flexible to meet the demands of the service.
*Comfortable to take responsibility for projects.
